Although businesses in Fallbrook are not required to have a business license, they do need to comply with zoning ordinances and regulations. This includes getting sign permits and complying with sign ordinances specific to Fallbrook. These sign regulations are part of the Fallbrook Design Guidelines.
The Fallbrook Design Guidelines were written in the late 1980s. Many Fallbrook residents who were concerned about preserving the town’s rural community character contributed to writing these Guidelines. In 1989 the Guidelines were enacted by the San Diego Board of Supervisors.
The Fallbrook Design Guidelines pertain to zoning areas which have B Designator. This is commercial, industrial and multi-family. There are also some single family homes that have a B Designator because of their location to downtown or the I-15.
For businesses, one of the most important subjects of the Design Guidelines is signs. The guidelines allow for many different sign types, designs and sizes. However, new businesses or existing businesses who are updating their signs can sometimes be confused when they see old “existing, non-forming” signs which are no longer permitted, but still remain from years past. Examples of some of these old signs are roof signs and tall pole signs.
Businesses should also be aware that there is a limit to the number of signs that are permitted for each business. Prior to having a sign or signs made or replaced, it is important that the Design Guidelines are reviewed and a sign permit is obtained.
Business should also know that banners are permitted on-premise for special events, but only for a period of 60 days. Portable or “A Frame” signs are prohibited in Fallbrook.

Fallbrook Community Planning Group is a 15 member land-use advisory board. They make recommendations regarding land use, traffic and community appearance to the County of San Diego.

About the Design Review Committee
The Fallbrook Design Review Committee is made up of seven elected Fallbrook Community Planning Group Members and four appointed community members. They implement provisions of Section 396.1 of County Administrative Code in relation to preparation and development of Community Design Guidelines for the purpose of guiding architecture and design of new development in the community to maintain a community identity.
